The Doctor knows a lot of people from a lot of places. In my headcanon it's altogether possible he's visited any and all fictional universes that DO NOT have Doctor Who as part of THEIR fiction. In other words, if he's not fiction to them, they aren't fiction to him.

So. Post here if you want the Doctor to know who your character is. Hell, they may have even met before this and that's cool, too.

I'm cool with the Doctor having at least been to Amelia's universe, if not at a time when she was around. (He'd probably at least of heard of her family, as she's royalty of a kingdom that's a regional power in the area, and known for being the Capital of White Magic. As soon as I remember to post her app to her journal, there's some information about her recent family history: aka 'how many times people have tried to assassinate her and/or her family'.)

Anyways, while he may not have been in Japan during the months that Takegami was plastered everywhere - seriously, there were websites devoted to the guy - the Doctor can know about the guy that plays him: aka GACKT. Or maybe he knows of all the other roles Gackt has played. Heck, check out the Gackt on wiki for an extended list of people and places he has been/acted/whatever.

I doubt the Dr. has met Priad in particular, but I know there are a lot of subtle nods in 40k to Dr. Who, including an Ordo chronos which totally tried to find that police box and then DISAPPEARED ENTIRELY. (I chalk this up to 40k being ridiculously british in terms of canon and writers.) Heck, inquisitor Czevak is in some ways something of an expy of the doctor.

So yeah he can know who and what Priad is as a representative of the grimdark future where there is only war and humanity is always, always beleaguered.
